Growing Impact, Deepening Commitment

It’s been a tremendous year at Onward — a year of growth, of positive challenges, and of phenomenal people joining our team. We’ve fully integrated the operations of Horizon and Forward Housing, and we’re seeing the power that scale brings: better services for our residents, new development momentum, and a greater voice in the housing conversation.

When we merged, we said this wouldn’t be one plus one equals two — it would be one plus one equals three. And that’s what happened. We took the best of both organizations, learned from others in the sector, and created something stronger than the sum of its parts.

One of the most meaningful changes for our residents, resulting from the merger, was our decision to make our entire portfolio pet-friendly. Seniors and other residents who are pet lovers are no longer turning down safe housing — or even living in unsafe conditions — just so they wouldn’t have to give up their pets. Now all 2,200 Onward homes in Calgary allow pets. It’s been a tremendous success.

Our development pipeline is stronger than ever. This year, we opened new homes in Killarney and will be breaking ground in the community of Currie Barracks, adding over 100 units. And we’re not stopping there. We have over 600 more units in active planning, and we’re working closely with government and sector partners to make them a reality.

I want to thank Gary McNamara, the former CEO of Forward, for helping lead this merger and staying on as a senior advisor. His commitment has shaped our shared future. I’m also grateful to our Board, who bring leadership and heart to everything we do.

Why it Matters

Our charitable status ensures that every home in our portfolio will remain affordable in perpetuity. Unlike traditional market rentals, our rents will never revert to market rates when agreements with our partners and governments expire.

Today, our average one-bedroom rent is $850 - approximately 50% of Calgary’s market average—making Onward a leader in deep affordability. With our mixed-income model, deep subsidies are offset by units rented at near-market rates, ensuring long-term financial sustainability. Additionally, residents with improved financial circumstances may remain in their homes, enjoying continued social and community stability. Unity, Scale, and Impact

This past year has been one of incredible momentum for Onward. It’s the year where we moved beyond the paperwork of the merger and truly became one organization, one voice. And with that unity has come real measurable impact.

We experienced steady and measured growth in 2024/25. In the first months of the 2025/26 fiscal year, we added over 500 homes to our Onward portfolio by taking on a new responsibility and stepping up to manage Murdoch Manor and George C. King Tower at the request of the Government of Alberta. That kind of trust doesn’t come lightly, and it speaks volumes about the capability and integrity of our team.

We now provide 3,000 Calgarians with safe, stable housing, and we continue to lead with our values of accountability, care, and teamwork.

One of the most important lessons from this year is that leadership matters at the executive level and at the board level. Our board helped set the tone: optimistic, empowering, forward-looking. That tone has carried through every part of Onward’s operations. It’s what allowed us to bring best practices forward, eliminate old barriers, and move faster than we thought possible.

I’m proud of the scale we’ve reached. I’m proud of the professionalism and compassion our team shows daily. I’m proud that we’re not just operating housing, we’re part of the housing solution. We’re helping create more homes, more equity, and more stability in Calgary. That’s what this work is about.

Why Homes and People Come First

Calgary’s housing affordability crisis demands a bold, inclusive response. Onward is closing the gap through our mixed-income model and partnerships with referring agencies.

What We've Built

2,225 homes today and growing!

Onward now operates 2,225 homes across Calgary, a diverse mix of studio, one-, two- and three-bedroom apartments, townhomes and group home units. Today, approximately 3,000 Calgarians call Onward home, reflecting our growing impact and continued commitment to community housing.

What’s Next: Building for the Future

Onward is building for the future. This winter Onward brought new homes online in Killarney and will be breaking ground on our first Currie Barracks project, adding more than 100 units to Calgary’s affordable housing supply.

The Killarney development features 29 units, including studio, one bedroom and two-bedroom apartments, with underground parking and easy access to nearby amenities. The Currie Barracks development consists of a four-storey apartment building and a townhouse complex, adding 72 homes, and offering a mix of below-market and mixed-income units.

These projects reflect Onward’s commitment to high-quality, community integrated housing in locations with access to transit, schools and services. Looking ahead, Onward has more than 600 units in active development planning, responding directly to The City of Calgary’s “Home is Here” strategy, which calls for 3,000 new non-market homes per year.

Closing the Gap on Affordability for Calgarians

52% below market price

According to CMHC’s October 2024 Rental Market Survey, the average monthly rent for a one-bedroom apartment in Calgary was $1,590, while Onward’s average rent in the same period for a comparable unit was $767 - representing 48% of market rent, or 52% below.

Looking across all apartment types, CMHC reported an average rent of $1,735, compared to Onward’s $880. This means Onward’s average October 2024 rent across unit types was 51% of market rent, or 49% below. These figures demonstrate the continued strength of our mixed-income community housing model, ensuring significantly more affordable housing options relative to market averages.

What Integration Made Possible

In 2024/25, we saw the full realization of the merger between Horizon and Forward Housing. With our operations, governance, and services now unified under the Onward banner, we’re delivering on the promise of scale.

Today, Onward owns and operates 2,225 homes across Calgary, housing approximately 3,000 residents. That growth isn’t just in numbers. It reflects our enhanced ability to serve, to advocate, and to build.

We’ve also built capacity within our team, from community outreach and engagement to expanded resident services. For individuals and families transitioning from homelessness, stable housing is more than just a place to live, it is a foundation for a new beginning. Our dedicated team is committed to supporting our residents every step of the way. We believe that professional support, along with services like those from our Community Engagement Coordinator, can truly transform a house into a home by building connections and a strong sense of community. We are honored to be a part of their journey toward a brighter, more stable future.

Onward residents make up a diverse community of seniors, adults, and youth. While each resident’s needs and living circumstances are unique, the average tenancy for an Onward resident is 6.25 years.

Our homes remove everyday barriers to stability. Our pet-friendly policy keeps families (two and four-legged) together. Residents can tap into light-touch, practical support right where they live, and through our community partners we bring on-site services like immunization and hearing checks, financial-literacy workshops, and safety sessions into the buildings. It’s a simple idea with a big impact: when support is close to home, people can focus on living, not logistics.

We believe that home is the foundation for well-being, dignity, and belonging. These stories from our residents reflect the real impact of affordable, well-cared-for homes, and the stability and possibility they make possible. Each voice is unique, but together they speak to what’s possible when housing comes with compassion, connection, and support.

Whether it’s finding safety, reconnecting with the community, or simply having a space to call their own, our residents remind us why we do this work. Their journeys are a powerful reflection of Onward’s approach, rooted in Accountability, Care, and Teamwork, and guided by the belief that when people have a home, they can thrive.

Resident Stories

After living in a women’s shelter so long, I promised myself I’d give back.

Sarah’s Story

When Sarah fled an abusive relationship with her infant and toddler, she landed at the Brenda Strafford Centre shelter. Despite being on a priority list for affordable housing, she faced a four-year wait to secure a home for her family. “The rental market just felt impossible,” she says.

Determined to find a home, Sarah spent hours researching housing options. With the help of her shelter counselor, she connected with Onward. This marked the beginning of a new era in Sarah’s life. In May, she moved into her new Killarney apartment, which has been “a miracle,” she says.

The secure building, underground parking and restricted access offer the safety she desperately needs. She also enjoys the building’s walkable and convenient location. A better life began has now taken shape for Sarah’s family. The nearby Killarney playground and leisure centre have become places they regularly visit for fun and swimming lessons, while the local park, which is stocked with community sports equipment, offers the family endless playtime.

Sarah’s eldest child, who recently started kindergarten, is making new friends and loving school. Her younger child attends a nearby daycare, where the staff are lovely and supportive. Having grown up in Calgary, Sarah feels a deep connection to the community.

With stability at home, Sarah can focus on her future. She is upgrading high school courses to pursue a career in social work.

“After living in a women’s shelter so long, I promised myself I’d give back,” she says. “Now I can work toward that goal, all because I am in this place.”

Inna’s Story

For Inna and her daughter, Angie, living at Onward's new building in Killarney has been a dream come true.

Fleeing the war in Ukraine, their first days in Canada in 2023 were a world away from the peace they've found now. They faced leaky walls in a cramped Sunnyside apartment, forcing them to sleep on the living room floor.

Hope arrived for Inna at the Newcomer Centre later that year, where she was volunteering.

“Because of my difficult living situation, the staff gave me information about Onward’s new building for single mothers and their children,” says Inna. “I am very thankful to the people who helped me and guided us to this wonderful home.”

The move to Killarney in May 2025 marked a significant turning point for the family.

“This apartment is a dream, it’s so clean, secure, and well-planned,” Inna says. She's especially happy about the large kitchen, which lets her indulge in her love for cooking and baking. The convenient location makes daily life easier, too, with a nearby bus stop that easily gets them to the grocery store, work, and school.

Angie, who arrived speaking no English, has quickly adapted to her new life. Now, she speaks without an accent, thrives at Western Canada High School, and is an active part of the community. She volunteers at a church daycare and camp and works part-time at the Saddledome.

Meanwhile, Inna, a former accountant, works as a prep cook at The Keg. She's determined to improve her English so she can get the certification needed to return to her profession, and she's currently taking private in-person classes.

Grateful for the support she’s found in Calgary, Inna says, “My daughter is so happy here. When we first arrived, it was just the two of us—we didn’t know anyone and had no friends or family. But in a short time, we met such wonderful people who have become like our new family. This feels like our true home now, and we love being here.

“It’s very important to me that Angelina is doing so well. I love the people here; they are so nice and kind.”

The family has even more to celebrate: a new pet! For Angie’s next birthday, Inna plans to get her a kitten, a simple joy they couldn't have in their previous apartments.

“We have just been so blessed here,” she says.

If it were not for Onward, I would probably still be living in a shelter.

Rachel’s Story

Rachel’s path to a stable home at Onward’s new Killarney building was full of challenges and unexpected turns.

After years working at a meat processing plant in High River, she felt stuck and depressed. Hoping for a fresh start, she accepted a friend’s offer to move to Fort McMurray and work at an oil sands camp. But the job never materialized, and the friend who had offered her a place to stay became violent. After calling the police, Rachel sought refuge at the Mustard Seed women’s shelter.

Determined to rebuild, Rachel applied for jobs and apartments. One day walking by a local business, on impulse, she asked a man in the parking lot if they were hiring. He turned out to be the CEO, and he hired her the next day to work at his warehouse, pricing merchandise. This stability provided a turning point for Rachel.

Through a new coworker who had previously worked at Onward, Rachel learned about Onward’s housing options. She toured the Killarney apartment and was amazed. “It was so new and so nice, I kept thinking, ‘what’s the catch?’”

The affordable rent provided Rachel with a way out of the shelter. She moved into her studio apartment in June, and loves the secure building, patio, and convenient location. Her favourite part is having a dishwasher and the freedom to cook and entertain friends. “My apartment is just so perfect, sometimes I can’t believe it. Being able to move in here was a ‘pinch me’ moment,” she says.

While the process of starting over has had some challenges, Rachel relishes the stability and comfort of her new space. The Mustard Seed had even helped her with the first month’s rent and a Walmart gift card to get her started. “When they told me that, the smile didn’t leave my face for quite some time,” she says.

Rachel says she’s so grateful to be able to rebuild her life in a place she can truly call Home.

“Sometimes I wake up and can’t believe I live here,” she says. “If it were not for Onward, I would probably still be living in a shelter. It all just worked out for me.”

Home + Heart: Community Life Beyond the Front Door

At Onward, we know that building community is just as important as building homes. While providing safe, affordable housing is our core mission, we're equally committed to helping our residents find a sense of belonging. Our community engagement initiatives are designed to foster genuine connection and build a strong foundation for well-being.

Our on-site programming goes beyond just events. It's about empowering residents with practical knowledge and creating a space for neighbors to connect. Our dedicated coordinator for community engagement has organized flu shot clinics to keep residents healthy, hosted "meet-and-greets" with local police, and led fraud prevention workshops to help protect our seniors. Our coordinator also organizes resident resource fairs with service agencies offering programming from food supply, immigration and employment services, pet care and adoption, financial literacy, fire and fall prevention. These activities are tailored to our residents' specific needs, creating a sense of shared experience and support.

We also believe in giving our residents a voice. Community engagement at Onward means creating opportunities for residents to give feedback and help shape the experience of living in our buildings. We're constantly listening and adapting our programs based on what matters most to the people who call Onward home.

Through the actions of our dedicated team and with the tireless support of our partner organizations, we're actively strengthening the social fabric in our communities. We don't just provide housing; we create vibrant, supportive environments where individuals and families can thrive together.

In 2024/25, we strengthened our services by adding new community engagement and community outreach roles, deepening our connection with residents and helping more Calgarians access the resources they need. Our 24-hour resident services line continues to provide around-the-clock assistance for emergencies and service requests.

The Dollars Behind the Difference

The 2024/25 fiscal year ended with a balanced surplus, with some growth in rental revenues and higher staff and maintenance expenses. The maintenance expenses are associated with planned preventative maintenance and new initiatives to drive efficiencies. The additional staff costs are a deliberate investment by Onward in the growth of our portfolio. Prior to year-end, Onward completed the construction and commenced lease-up of our Killarney project. After year-end, we added two buildings, the most recent additions to our portfolio, which now comprises over 2,200 units. Onward continues to maintain strong cash balances, with funds designated for capital reserves and growth.

Fiscal Year 2024/25 Highlights

  • Stable Growth and Smart Reinvestment

    Onward increased its total asset base by nearly $7.2 million, reflecting steady capital investment in property development and maintenance.

  • Responsible Reserve Management

    We maintained a healthy $17.1 million in reserves, including $12.3 million allocated for future housing development and $3.8 million in replacement reserves to safeguard the integrity of our buildings.

  • Clean and Transparent Audit

    The financial statements for the year ended March 31, 2025, received an unqualified opinion from our independent auditors, affirming the accuracy and transparency of our financial reporting.

  • Debt Management and Surplus Sharing

    Onward reduced its long-term debt by more than $3.8 million and returned over $570,000 in prior-year surplus to the Government of Alberta, as part of our stewardship responsibilities.

  • Mission-Driven Financial Decisions

    The reduction in our cash position this year reflects a purposeful investment in construction, operational improvements, and resident support. Every decision we make is guided by our commitment to housing affordability and community impact.
